FP Partner Inc.Services & BusinessesBusiness Rights Transfer Program
We support the succession of insurance agencies to help ensure that your valued customers continue to be well protected over the long term.
Given today’s operating environment, some agencies may consider exiting the insurance business for a variety of reasons. To help ensure that the customers you have built relationships with remain properly supported, we launched our Business Rights Transfer Program in 2021. Since then, many agencies across Japan have made use of the program.

I ran an agency representing three life insurance companies. With no successor in place, I was unsure how to proceed with business succession—until I learned about this program.
Knowing that a dedicated representative would be assigned to each customer gave me the confidence to entrust my clients to your team and retire with peace of mind. I’m now enjoying my second chapter in life.
I ran an agency representing two life insurance companies and had every intention of continuing to work. However, I fell ill and decided to focus on my treatment.
Around that time, an acquaintance introduced me to this program. I truly appreciate how your team provided reliable, organization-wide support for my corporate clients as well, which allowed me to entrust my clients to you with complete peace of mind.
As part of a reorganization of the insurance agency business within our automobile dealer group in Kyushu, we decided to continue our auto insurance business, which is closely tied to our core operations, while exiting the life insurance business.
At that time, we chose to entrust the transfer to FP Partner Inc., as they were able to take over contracts from all 10 of our partner insurance companies in a single transfer.
As an in-house insurance agency of a listed company, we had long provided life insurance products to employees within our corporate group. As requirements for stronger governance and operational frameworks increased, we decided to exit the life insurance business and shift to a sales structure centered on property and casualty insurance.
As part of this transition, we entrusted FP Partner Inc. with our life insurance portfolio—primarily third-sector insurance products—allowing us to realign our operations with confidence.
For 48 years—across two generations since our founding in Mie—we operated as an exclusive agency for a single foreign life insurance company. When my daughter, whom I had expected to succeed the business, decided not to take over, I struggled with how to proceed with succession—until I learned about this program.
I am deeply grateful that all of our employees were offered continued employment as part of the transition.
For 26 years, we have operated as a full-service agency focused primarily on property and casualty insurance, building strong relationships in our local community while working largely with a single insurer. However, as we began to feel the limits of growing on our own, we decided to partner with FP Partner Inc. to drive further change and growth.
With 176 locations across all 47 prefectures and approximately 2,500 FPs (sales representatives) nationwide, we provide support for all customers—from insurance and benefit claims to a wide range of policy maintenance procedures.
*As of February 2025
While it is common in the industry for no consideration to be paid when contracts are transferred, we pay a transfer price calculated by FP Partner.
* No fees—such as an upfront fee or a success fee—are charged at any stage.
We offer succession options tailored to your circumstances, including contract transfers, business transfers, and share transfers.
We can also accommodate specific needs—for example, transferring life insurance only (or P&C insurance only), or transferring contracts for specific insurers only.

The transfer process typically takes around 3 to 6 months to complete.
If needed, we can also enter into a Non-Disclosure Agreement (NDA).
Q1
Our agency is located outside a major city. Can we still use the Business Rights Transfer Program?
A
Yes. Agencies across Japan—including regional areas—have utilized our Business Rights Transfer Program. After the contract transfer is completed, our network of approximately 2,500 sales representatives across 176 locations in all 47 prefectures will continue to support your customers.
*As of February 2025
Q2
How will I receive the transfer price?
A
After the contract transfer is completed, you will receive the transfer price calculated by FP Partner as a one-time lump-sum payment.
Q3
Are there any upfront fees or brokerage fees?
A
No. There are no fees for the agency. While using an M&A intermediary can involve brokerage fees ranging from several million to tens of millions of yen, our Business Rights Transfer Program does not require the agency to pay any fees.
Q4
Is there any risk that information could be shared with our clients or employees?
A
We handle all information related to the transfer with strict confidentiality and do not disclose it to third parties without your consent. If needed, we can also enter into a Non-Disclosure Agreement (NDA).
Q5
Can we consult with you even if we have not yet decided on a transfer or its timing?
A
Absolutely. We welcome consultations even at an early stage. Many agencies reach out to us before making any decisions to learn about the program and receive an estimate of the transfer price as one of their future options.
Q6
How long does the transfer process typically take?
A
The process typically takes around three to six months from the initial meeting to the payment of the transfer price. Please note that the timeline may vary depending on the number of policies and insurers included in the transfer.
Q7
Can we transfer only our life insurance business, or only contracts with specific insurers?
A
Yes. Many agencies choose to transfer only part of their insurance business—for example, to focus on their core operations, meet evolving governance/operational requirements, or address commission structures.
